There are 55 unitary authorities. They came into being on 1 April 1996 by virtue of the Local Government (Wales) Act 1994 (1994 c. 19). These can be city councils, borough councils, county councils or district councils. The map has been created to show United Kingdom from country level down to local authority district level. Unitary authorities have the powers and functions that are elsewhere separately administered by councils of non-metropolitan counties and the non-metropolitan districts within them. Unitary authorities are usually large towns and cities, and usually have only one tier of local government. The 2019 Indices of Multiple Deprivation revealed Blackpool was ranked the most deprived area out of 317 districts and unitary authorities in England, when measured by the rank of average LSOA rank and also by two of the other four measures. England - England - Government and society: England itself does not have a formal government or constitution, and a specifically English role in contemporary government and politics is hard to identify in any formal sense, for these operate on a nationwide British basis. Unitary authorities do not cover all of England. In 2002 Newport was granted city status, and the county borough is now styled as the "City of Newport". Eleven are named as counties, including the Cities and Counties of Cardiff and Swansea (marked *), and eleven are styled as county boroughs (marked †). There are 22 principal areas in Wales.
